Added algorithm for color contrast ratio. (#1794)
* Added algorithm for color contrast ratio.

* Added comment and example usage in main.

* Fixed calling method in main without creating object.

* Formatted with Google Java Formatter

* Add imports for ColorContrastRatio.java
