Refactor Levenshtein distance implementation (#5138)
* ref: refactor Levenshtein distance implementation
- Rewrite the original levenshtein distance implementation in functional style
- Add optimized version of levenshtein distance

* ref: make `LevenshteinDistance` class a proper utility

* ref: remove duplicated test data

* ref: update tests
